Overview
The Liberia Accelerated Electricity Expansion Project (LACEEP) has three main objectives:
- increase access to electricity
- strengthen institutional capacity in the electricity sector
- support governmental transition processes and institutional capacity building

- Component – Extension of the electricity transmission and distribution system
The aim is to increase the access to electricity to about 10.300 new users. Focusing on the corridor between Monrovia and Kakata and fostering the access especially outside of Monrovia. The World Bank has recently set up an additional financing for the LACEEP to connect another 6000 Users.
- Component - Constructing off-loading, transport, and storage of heavy fuel oil (HFO) facilities and procurement support of HFO
The aim is to support the government to replace more cost-intensive diesel generation with HFO-based generation. This goes hand in hand with supporting and improving procurement practices, investment in necessary facilities as well as the optimization of physical and comical questions of supply.
- Component – institutional capacity building of the electricity sector
The aim is to support the enlargement and diversification of supply options. Moreover, the overall aim is to support the institutional capacity building of the electricity sector and the strengthening of the Ministry of Lands, Mines and Energy institutional capacity to plan and implement electricity access programs.
